What this guide covers

This article uses DNREC's current Green Energy Program page and its Solar + Storage Pilot Guidelines and Incentives, effective August 11, 2026. Delaware SHINES is used here as the program communication context; the operative eligibility and incentive claims below come from the official program guidance, not a contractor advertisement.

Program amounts and requirements can change. Verify current documents and funding before applying. This article does not guarantee an award or claim that every Delaware homeowner is eligible.

Who can apply through this program

The pilot is an extension of the Green Energy Program and requires a Delmarva Power & Light electric customer. Storage must be permanently installed behind the meter at the installation address and purchased and owned by the applicant. Other Delaware utilities operate separate programs, linked by DNREC; their rules should not be replaced with Delmarva program assumptions.

DNREC requires an acceptable energy audit and selection of an approved participating renewable-energy contractor before the GEP application. Confirm the selected contractor appears on the current list. This guide does not assert Current RS participation without owner confirmation.

Current residential storage incentive

The official pilot guidance lists $250 per kWh for residential storage, a maximum grant of $6,000, and a rule that no grant may exceed 50% of total eligible storage cost. The document lists no hardware size cap; that does not remove the payment cap or design constraints.

Illustrative calculation only: a 20 kWh eligible installation would produce a rate-based amount of $5,000 before the eligible-cost limit and all other requirements. A 30 kWh system yields $7,500 by rate alone, but the stated residential maximum remains $6,000 and the 50% cost limit still applies. These examples do not establish an award for a particular product or applicant.

Solar installation incentives are a separate part of GEP. Consult the current official solar incentive-rate document instead of combining a headline solar maximum with a storage maximum and calling the total guaranteed.

New solar plus storage and existing-solar pathways

The guidance describes applications for new solar plus storage and for storage connected to an existing solar installation with a verified GEP application. Storage must have received final DPL interconnection approval no more than one year before application.

For the stated existing-solar pathway, solar must have received interconnection approval within the last 12 months and must have been approved for the GEP solar rebate. A battery-compatible older array may therefore fail this program's eligibility rules. Technical compatibility and grant eligibility are separate checks.

Operational obligations matter

The system must go through DPL's standard interconnection process and be capable of islanding during an outage. The guidance requires enrollment in a DPL Active Dispatch program for 10 years once available. It also describes a minimum 10-year manufacturer warranty, supplier service/availability provisions and decommissioning responsibilities.

Ask the program administrator to explain how these obligations apply to the selected project before accepting an incentive. Do not describe a grant as unconditional cash with no continuing commitments.

Application, SRECs and payment timing

DNREC directs applicants to the Green Grant Delaware portal and states that incomplete applications will not be reviewed. Its GEP page describes SREC assignment to the Delaware Sustainable Energy Utility and registration as an eSupplier before grant payment. Those terms should be included in an application review, not hidden behind a headline rebate amount.

DNREC also warns that high demand can delay payment and completed grants may be queued pending available funds. An approval or eligible system is not a promise of immediate payment.

Federal tax-credit distinction

Section 25D is not a current residential incentive for expenditures after December 31, 2025. Under the IRS completion rule, paying before that date is insufficient if installation finishes later. Construction/reconstruction has a separate original-use timing rule. Historical eligibility and unused-credit carryforwards require tax-adviser review; do not apply a presumed 30% credit to a new 2026 project.

Before making an incentive-based decision

Confirm the electric utility, ownership, interconnection dates, original solar GEP approval where applicable, participating contractor, current incentive rates, funding and operating obligations. Keep the official application terms with the project records. Current RS is independent and not affiliated with Delmarva Power or any utility; this guide is informational, not program approval.

Manufacturer capacity is not automatic grant approval

The Powerwall 3 US datasheet states 13.5 kWh nominal battery energy AC, while the North American IQ Battery 5P datasheet states 5.0 kWh usable capacity with reserve-related footnotes. The official program administrator must determine which documented capacity and eligible cost are accepted for a specific application. Do not silently substitute nominal energy for a program-defined grant basis.

If the administrator accepted 13.5 kWh as eligible capacity, the published $250/kWh rate would produce $3,375 before the cost limit and other conditions. If 5.0 kWh were accepted, that rate calculation would be $1,250. These are conditional arithmetic examples, not product approvals, Current RS offers or guaranteed grants. A named product is not enough to establish islanding capability, interconnection approval, ownership, warranty compliance or enrollment terms.

The following specification examples explain the difference between equipment ratings and program requirements. No installation instruction, universal compatibility statement or equipment eligibility list is implied. Confirm the current official document, contractor status, funding and approved application pathway before using a grant in a project budget. This unpublished guide does not change or replace the existing Delaware SHINES campaign page.

Homeowner questions

Does every existing solar system qualify for storage funding?

No. The August 2026 pilot guidance requires prior GEP solar approval and solar interconnection within the last 12 months for the existing-solar pathway, along with the storage and other application conditions.

Can I count a advertised battery size directly toward the grant?

Ask the administrator which documented capacity is accepted. Nominal energy, usable energy and capacity available during a particular outage are not automatically the same grant measurement.

Can a leased battery qualify under these guidelines?

The cited pilot requires the system to be purchased and owned by the applicant. Have the administrator review the actual ownership and financing documents; do not assume a lease qualifies.

When will a grant be paid?

The official GEP page warns that demand and funding availability can delay payment. No immediate payment date or award is promised in this guide.

Are there obligations after installation?

Yes. Review the islanding, interconnection, warranty and operational terms, including ten-year Active Dispatch enrollment once available. Get program-administrator clarification before committing.
